Ann McCabe brings more than 25 years of regulatory and government affairs experience to her clients, drawing on her corporate, state government, non-profit and consulting experience.

Her firm focuses on state and regional regulatory initiatives affecting fuels, service stations and refineries. It conducts outreach on global warming-related issues in Illinois and other Midwest states, often in collaboration with climate scientists and energy solutions experts.


From May 2002 until February 2007, Ann was a partner with Policy Solutions Ltd., where clients included the American Petroleum Institute, BP (formerly British Petroleum), the Chicagoland Chamber of Commerce, Council of Great Lakes Governors, Enbridge Pipeline and Union of Concerned Scientists. When the founding partner of Policy Solutions, Henry Henderson, became the director of the Natural Resources Defense Council’s new Midwest office, Ann saw the opportunity to go on her own.


Prior to joining Policy Solutions, Ann was an Associate Director of the Delta Institute, where she helped manage the Clean Air Counts initiative to reduce ozone-causing emissions through voluntary measures in the Chicago region. She recruited businesses and institutions and worked with the US EPA and Illinois EPA to quantify emission reduction strategies.

During her ten years at BP and Amoco from 1990-2001, Ann managed state and federal regulatory issues affecting refineries, chemical plants and fuels. She worked on air-related-gasoline issues in Indianapolis, St. Louis and Kansas City and led multi-disciplinary teams addressing EPA's proposed ozone and particulate matter standards and the Great Lakes Water Quality Initiative. She represented BP and Amoco on stakeholder groups and trade association committees.

From 1986-1990, Ann was the State of Illinois' liaison to the Congressional delegation for natural resources, environment and nuclear issues in the Washington, DC office. Her primary focus was the Clean Air Act amendments, and she helped secure the initial funding for Lake Michigan ozone (air quality) modeling.


Prior to joining the DC office, Ann assisted the commissioners at the Illinois Commerce Commission and served as a budget analyst in Springfield, Illinois.


Ann is actively involved in organizations such as the Illinois Environmental Council, Chicago Sustainable Business Alliance, Chicago Women in Government Relations, the Chicagoland Chamber of Commerce and Lake Michigan Air and Waste Management Association. She has served on the Illinois Environmental Council board since 2002 and was President of Chicago Women in Government Relations from 1999-2001.


In her local community, Ann became President of West Lake View Neighbors in 2006 after serving as Vice President for five years. She interacts with the 44th and 32nd Aldermen’s offices and the Lake View Citizens’ Council board.

Ann holds an M.A. in public policy from the University of Chicago and a B.A. in political science from Williams College.
