Ann McCabe

Ann McCabe is an environmental regulatory professional with extensive industry, trade association and NGO contacts.

As the principal of Ann McCabe & Associates, Ann has tracked petroleum-related regulatory issues in the Midwest, primarily Illinois and Indiana, prepared comments on state regulations, and written papers on how Midwest states are attracting and retaining clean energy businesses. As Midwest Regional Director for The Climate Registry, Ann recruited companies and organizations to voluntarily track and report greenhouse gas emissions and organized three well-attended climate policy forums for members and prospects. She also identified and secured opportunities for the City of Chicago to present its Climate Action Plan to the business community.

While a partner at Policy Solutions Ltd, Ann did policy analysis, advocacy and outreach on Great Lakes, green infrastructure and other environmental issues for trade association, corporate and non-profit clients. At the Delta Institute, Ann recruited businesses and institutions to reduce ozone-causing emissions through voluntary measures for the Clean Air Counts initiative. With US EPA Region 5 and Illinois EPA, she developed quantification metrics for emission reduction strategies.

Ann managed state and federal regulatory issues affecting refineries, chemical plants and fuels at Amoco and BP, including air-related gasoline issues in Midwest states and multi-disciplinary teams addressing EPA's proposed ozone and particulate matter standards and the Great Lakes Water Quality Initiative.

From 1986-1990, Ann was the State of Illinois' liaison to the Congressional delegation for natural resources, environment and nuclear issues in the Washington, DC office. Her primary focus was the Clean Air Act amendments, and she helped secure the initial funding for Lake Michigan ozone (air quality) modeling. Prior to joining the DC office, Ann assisted the commissioners at the Illinois Commerce Commission and served as a state budget analyst in Springfield, Illinois.

Ann has served on the Illinois Environmental Council board since 2002. She is a founding member of the Foresight Sustainable Business Alliance and past president of West Lakeview Neighbors and Chicago Women in Government Relations.

Ann holds an M.A. in public policy from the University of Chicago and a B.A. in political science from Williams College.
